现象：

在新的操作系统openEuler22.03SP1下编译程序过程中出现：

perl: warning: Setting locale failed.

perl: warning: Please check that your locale settings:

        LANGUAGE = (unset),

        LC_ALL = (unset),

        LC_CTYPE = "C.UTF-8",

        LANG = "en_US.UTF-8"

    are supported and installed on your system.

perl: warning: Falling back to the standard locale ("C").

perl: warning: Setting locale failed.

perl: warning: Please check that your locale settings:

        LANGUAGE = (unset),

        LC_ALL = (unset),

        LC_CTYPE = "C.UTF-8",

        LANG = "en_US.UTF-8"

    are supported and installed on your system.

perl: warning: Falling back to the standard locale ("C").

或者在使用yum命令时出现：Failed to set locale, defaulting to C.UTF-8

根因：

系统中缺少语言包，

使用命令locale -a，仅出现下列几种语言包

locale: Cannot set LC_CTYPE to default locale: No such file or directory

locale: Cannot set LC_MESSAGES to default locale: No such file or directory

locale: Cannot set LC_COLLATE to default locale: No such file or directory

C

C.utf8

POSIX

解决方案：

使用yum安装所有语言包，yum install glibc-all-langpacks
