#### 函数功能

启动解码器，成功后可以开始解码流程。


#### 函数原型

DecoderRetCode StartDecoder()


#### 返回值说明

数据类型：DecoderRetCode

取值如下：

- VIDEO_DECODER_SUCCESS：启动成功。
- VIDEO_DECODER_START_FAIL：启动失败。
