Initializes the encoder.
Restrictions
The Config API must have been invoked to input valid configurations.

The value can be any of the following:
- VIDEO_ENCODER_SUCCESS: The encoder is successfully initialized.
- VIDEO_ENCODER_INIT_FAIL: Failed to initialize the encoder.
