Procedure

1. Obtain the NCEPLIBS package NCEPLIBS-1.2.0.tar.gz from the following link:

   https://github.com/NOAA-EMC/NCEPLIBS

2. Use an SFTP tool to upload the downloaded installation package to the /path/to/NCEPLIBS directory on the server.
